Jean Charles Bonnin

In my opinion, I think that the best on my field is Jean Charles Bonnin. He was a French specialist on public administration in the beginnings of the XIX century. He was one of the first men who defined exactly what the public administration is and he established the principles of how a public administrator must be.
Bonnin had a clear vision about the public administration on his time.He established the principles of the public administration in opposition to the practices that where development in the period of the Absolute Monarchy. He thought that the employees of the monarchy government were proud, indifferent to the public happiness, unconcerned of their obligation and that they commit a lot of abuses and humiliations.
He is the best because he formulated the bases of the public administration profession. In his book “Principes d` administration publique” (Principles of the public administration), we can observe important basics principles like: The merit principle, the competence principle and the idea of an employed career. All of these principles watch over to create a better public administrator.
